tornado drill recorded from my phone: can someone identify this TTS voice? I can't figure it out.

The repeated announcement kind of sounds dystopian idk why.
So for context:
Our dorm is Williams1. We are freshmen and sophomore boys. Williams 2, middle school boys, came downstairs and went out the exit. They are the ones who left without authorization.
We left and the route we took was the following:
Exit Williams 1, move across the path to the school building, then leave through the other side. Then, go across to the freshmen and sophomore girls dorm, walk through and leave. Then, turn and walk through the junior and senior girls dorm, leave and go to the tornado shelter, and sit down.

    it might be the other ivona voice, the ones they used sa the male guy in the vortex or something.

    yeah I could see it being ivona 2 joey. or maybe At&t Ray, or perhaps a Festival voice. But I don't think it's any voice I know of, which is definitely strange.

    Imagine that waking you up in the middle of the night, in the case of an actual fire. You wake up to not only hearing announcement, but also the fire itself and the people screaming because of it. Heck, nah. I'm good.

      it seemed to be pretty orderly all things considered. Though all of the teachers sound like old rednecks who just listen to country music.

    So for perspective I'm not sure if this is a blind school or not but I think it is. For perspective I went to the Texas school for the blind and visually impaired from 2007 through until 2018. We didn't have this convoluted tornado shelter setup at TSB. If there was a tornado drill or one of the 2 times we actually got a tornado warning with a sighted funnel cloud in the time I went there you had designated tornado evacuation zones for whatever building you were in. In the dorms usually they'd put us in the laundry room or the staff office because there's no windows there. We didn't have no TTS for tornado drills either. It was a recording of a tornado siren the health center would broadcast over the school wide PA and they'd come on there and say tornado warning or whatever. Fire situations were a bit more conventional with a 3 tone beep and a recording of a woman saying the standard fire evacuation message. I'd love to know where this was done at because I'm thinking it's a blind school of some sort but maybe a college?

          We are looking for a coach rn, but it looks like we'll have it next year. We usually have it in the fall.

    Yes! I wouldn't say I'm great at it but I'm not bad at it lol. I usually play center there
